Imphal, August 26 2009: In the absence of any permanent appointment to its various posts, there is growing apprehension that the Manipur State Legal Services Authority would not be able to function effectively and ensure its benefit to the people.
Addressing a press conference in this regard at the Court complex of District and Session Judge here this afternoon, Member Secretary of Manipur State Legal Services Authority and Judge of District and Session Judge, Manipur East Th Surbala pointed out that although the State Legal Services Authority has been set up as in other States of the country, no permanent appointment to its various posts have been made so far in case of Manipur.
As per the guideline, the posts of Member Secretary and other sub-ordinate staff in the Legal Services Authorities are permanent and should be appointed on permanent basis.
But in case of Manipur, the appointments are being done on contract basis, Surbala informed, adding that such arrangements would hamper in smooth functioning of the State Legal Service Authority.
She explained that State Legal Services Authorities have been set up with the main objective of providing legal assistance to marginalised sections of the society like women and children, those belonging to SC and ST, mentally and physically handicapped persons, factory workers who have been incapacitated, victims of natural calamities and communal clashes and those under the protection of Juvenile Justice Act as well as those whose annual income is upto Rs 25,0000.However, in the present state of affairs prevailing in the Manipur State Legal Services Authority, it is very unlikely such benefits would be able to ensure to the beneficiaries, she rued.
Informing that notification have already been given for permanent appointment, Surbala lamented that the same has not yet been implemented till date.
